The Chinese Minister called at this office to-day
and, in communicating the telegram from Li Hung Chang
copy of which is enclosed, requested that instruc-
tions might be sent to the Governors of Hongkong and
the Straits Settlements to adopt stringent measures
to prevent all suspicious Chinese Insurrectionists
from organizing in those British Colonies rebellion
in the Chinese provinces and from exporting arms, &c.
I informed Sir Chichen Loh Feng-luh that the
Governor of Hongkong had been instructed to deport
any Chinese agitators whose proceedings might justify
such treatment and that the export of arms to China
had been prohibited. I also suggested to the Minis-
ter that the Chinese authorities should
communicate
to the Acting British Consul General at Shanghai any
information that they obtained regarding Chinese agi-
tators
